Game Rules:
Objective:
The goal of the game is for players to work together to allocate taxes and money across five provinces, balancing the provinces' happiness to prevent rebellion. The game is cooperative, and players must carefully manage resources to ensure the empire's stability.
Setup:
- Provinces:
- There are five provinces, each with a base tax value and a fixed cost
- Happiness Scale:
- Each province has a happiness scale from 1 (rebellion) to 10 (very happy). The happiness of each province affects the tax income.
- Happiness values carry over from round to round.
- Tax and Money Allocation:
- At the beginning of each round, players will have the total tax value from all provinces (26).
- Money must be allocated to cover the fixed costs (30), balancing the unhappiness of the provinces to maintain stability.
Gameplay:
- Round Structure: Each round consists of the following phases:
- Phase 1: Tax Collection and Happiness Adjustment
- All provinces generate tax income based on their happiness.
- Players must manage the unhappiness levels of each province, ensuring that no province is in rebellion (
- Phase 2: Money Allocation
- Players vote on how to allocate the total tax income across the five provinces. The objective is to cover the provinces' fixed costs (30), while maintaining balance to avoid rebellion.
- Players must use a majority-rule voting system to agree on how to distribute the income.
- Phase 3: Rebellion and Unrest
- If any province’s happiness is at rebellion level (1), no tax income is generated from that province for the next round.
- If a province's happiness is at a very low point, it may cause neighbouring provinces to lose tax income.
- Phase 1: Tax Collection and Happiness Adjustment
- Happiness Carry-Over:
- Happiness values carry over from round to round, so each province’s happiness level will impact future rounds.
- Province Interaction:
- If a province is in rebellion, it does not affect the happiness of neighbouring provinces, but it will reduce the tax income for the province itself.
- If a province is happy, it provides bonus income in the next round.
Victory Conditions:
- The players win if they can successfully manage the empire’s resources and prevent all provinces from falling into rebellion. All provinces must stay above rebellion (happiness level of 1).
Failure Conditions:
- The players lose if any province falls into rebellion and remains in rebellion for too long (e.g., 3 consecutive rounds of rebellion) without regaining enough happiness.
